Le capitaine Aboubakar Sidiki Barry a été radié des Forces armées nationales (FAN) du Burkina Faso par un décret signé le 4 avril par le président de la Transition, le capitaine Ibrahim Traoré, sur proposition du ministre de la Défense et des anciens combattants, le général de brigade Kassoum Coulibaly. Cette décision fait suite à une faute considérée comme particulièrement grave. Le décret de radiation autorise toutefois l'intéressé à faire valoir ses droits.

Le document ne précise pas la faute commise par l’officier de l’Armée burkinabè.

Il était, jusqu’à sa radiation, le Commandant du Groupement de Forces pour la Sécurisation de la région de l’Est et en charge du détachement militaire de Tawori, la cible de l’attaque terroriste du 31 mars qui a coûté la vie à 73 personnes.

Captain Aboubakar Sidiki Barry has been removed from the National Armed Forces (FAN) of Burkina Faso by a decree signed on 4 April by the President of the Transition, Captain Ibrahim Traoré, on the proposal of the Minister of Defence and Veterans, Brigadier General Kassoum Coulibaly. The decision was taken following what was considered to be particularly serious misconduct. However, the decree authorises the person concerned to assert his rights.

The document does not specify the offence committed by the Burkina Faso Army officer.

Until his dismissal, he was Commander of the Groupement de Forces pour la Sécurisation de la région de l'Est and in charge of the Tawori military detachment, the target of the terrorist attack on 31 March that claimed the lives of 73 people.

Le chef de la Transition remet des matériels à l’armée

Le président de la Transition a remis un lot de matériels aériens le 8 Avril au ministère de la Défense et des anciens combattants dans le but de renforcer la lutte contre le terrorisme et la reconquête du territoire. Ce lot comprend une douzaine de drones de combat, notamment des Bayraktar TB2 et des Bayraktar Akinci, acquis grâce aux contributions des citoyens burkinabè.

Le capitaine Traoré a exprimé sa satisfaction quant à la performance de ces appareils, soulignant que tous les tests ont été concluants. Il a également remercié la Turquie pour son soutien.

Le ministre de la Défense et des anciens combattants, le général de brigade Kassoum Coulibaly, a assuré que ces matériels seraient utilisés de manière appropriée pour renforcer les capacités opérationnelles des forces armées nationales dans le cadre de la lutte contre le terrorisme.

Cette acquisition s'inscrit dans le cadre de la mise en œuvre du Plan stratégique d'équipement des forces armées nationales.

The Head of the Transition hands over equipment to the army

On 8 April, the President of the Transition handed over a batch of aerial equipment to the Ministry of Defence and Veterans' Affairs, with the aim of strengthening the fight against terrorism and the reconquest of the territory. The consignment comprises a dozen combat drones, including Bayraktar TB2s and Bayraktar Akincis, acquired thanks to contributions from the citizens of Burkina Faso.

Captain Traoré expressed his satisfaction with the performance of these aircraft, stressing that all the tests had been conclusive. He also thanked Turkey for its support.

The Minister of Defence and Veterans, Brigadier General Kassoum Coulibaly, gave his assurance that the equipment would be used appropriately to strengthen the operational capabilities of the national armed forces in the fight against terrorism.

This acquisition is part of the implementation of the Strategic Equipment Plan for the national armed forces.

Moscou et Ouagadougou veulent renfoncer leur lien de coopération

Le ministre des Affaires étrangères, de la coopération régionale et des burkinabè de l’extérieur, Karamoko Jean Marie Traoré, accompagné de la ministre en charge de la Coopération régionale, Stella Eldine Kabré/Kaboré, a reçu l'ambassadeur de la Fédération de Russie au Burkina Faso, SE Alexeï Saltykov, le 8 avril.

Lors de cette rencontre, les deux parties ont discuté du renforcement des liens de coopération entre Moscou et Ouagadougou, avec un accent particulier sur la revitalisation de la représentation diplomatique de la Russie à Ouagadougou. Le diplomate russe a exprimé son engagement à rendre l'ambassade plus dynamique afin de répondre pleinement aux besoins de la coopération bilatérale.

En plus de discuter de sujets multilatéraux, les deux parties ont évoqué des promesses de soutien mutuel. Alexeï Saltykov a exprimé sa gratitude envers les autorités burkinabè pour leur compassion et leur solidarité après l'attaque terroriste récente contre la Fédération de Russie.

Moscow and Ouagadougou aim to strengthen their cooperation ties

The Minister of Foreign Affairs, Regional Cooperation and Burkinabè Abroad, Karamoko Jean Marie Traoré, accompanied by the Minister for Regional Cooperation, Stella Eldine Kabré/Kaboré, received the Ambassador of the Russian Federation to Burkina Faso, HE Alexeï Saltykov, on 8 April.

During the meeting, the two parties discussed strengthening cooperation ties between Moscow and Ouagadougou, with particular emphasis on revitalising Russia's diplomatic representation in Ouagadougou. The Russian diplomat expressed his commitment to making the embassy more dynamic in order to fully meet the needs of bilateral cooperation.

As well as discussing multilateral issues, the two sides discussed pledges of mutual support. Alexei Saltykov expressed his gratitude to the Burkinabe authorities for their compassion and solidarity following the recent terrorist attack on the Russian Federation.

Des universités aux noms de personnalités burkinabè inspirantes

Lors du Conseil des ministres du 4 avril, un décret a été adopté pour changer le nom des universités publiques de Fada N’Gourma, de Ouahigouya et de Dédougou. Désormais, ces universités porteront les noms de personnalités burkinabè inspirantes : Université Yembila-Abdoulaye-Toguyéni à Fada N’Gourma, Université Lédéa-Bernard-Ouédraogo à Ouahigouya et Université Daniel-Ouezzin-Coulibaly à Dédougou.

En outre, le ministère des Affaires étrangères, de la coopération régionale et des burkinabè de l’extérieur a adopté un décret créant le Haut conseil des Burkinabè de l’étranger, visant à mieux organiser la contribution des Burkinabè vivant à l'étranger au développement du pays.

Au titre du ministère de l’Économie, des finances et de la prospective, deux rapports ont été adoptés. Le premier concerne l'opérationnalisation des trésoreries ministérielles et institutionnelles, visant à faciliter les opérations financières dans les départements ministériels et les institutions. Le deuxième rapport autorise le ministère à percevoir des recettes pour la mise en œuvre du e-bulletin, avec des frais applicables pour les duplicatas et l'accès à des fins publicitaires et bancaires.

Universities named after inspirational figures from Burkina Faso

At the Council of Ministers meeting on 4 April, a decree was adopted to change the names of the public universities of Fada N'Gourma, Ouahigouya and Dédougou. From now on, these universities will bear the names of inspirational Burkinabe personalities: Université Yembila-Abdoulaye-Toguyéni in Fada N'Gourma, Université Lédéa-Bernard-Ouédraogo in Ouahigouya and Université Daniel-Ouezzin-Coulibaly in Dédougou.

In addition, the Ministry of Foreign Affairs, Regional Cooperation and the Burkinabè Abroad has adopted a decree creating the High Council of the Burkinabè Abroad, aimed at better organising the contribution of the Burkinabè living abroad to the country's development.

The Ministry of the Economy, Finance and Forecasting adopted two reports. The first concerns the operationalisation of ministerial and institutional treasuries, aimed at facilitating financial operations in ministerial departments and institutions. The second report authorises the Ministry to collect revenue for the implementation of the e-bulletin, with charges applicable for duplicates and access for advertising and banking purposes.

Des organisations de la société civile se mobilisent en faveur de la transition

Depuis quelques jours, les Burkinabè s'inquiètent de l'avenir de la transition politique en cours, qui doit prendre fin en juillet 2024. Une vidéo diffusée sur les réseaux sociaux le 4 avril par Inoussa Ouédraogo, porte-parole du Front pour la défense de la patrie (FDR) et ex-directeur de publication du journal Bendré, a appelé à la dissolution du MPSR 2 et à une transition civile au Burkina Faso. Il a également critiqué la gestion du gouvernement actuel et exigé la libération des personnes détenues de force, le retour des militaires dans les casernes, et l'organisation d'élections libres et transparentes.

En réponse, des organisations de la société civile soutenant le gouvernement de transition ont tenu des points de presse pour réaffirmer leur soutien et mettre en garde contre toute tentative de déstabilisation de la transition. La Coordination Nationale des Associations de Veille Citoyenne (CNAVC) a exprimé son appui à la transition en cours, saluant les efforts des Forces de Défense et de Sécurité (FDS) et des Volontaires pour la Défense de la Patrie (VDP) dans la lutte pour la paix et la sécurité. Cependant, elle a fermement condamné les "déstabilisateurs" et a mis en garde contre toute trahison dans cette lutte.

De son côté, l'Union des Jeunes Panafricains (UJP) a réagi à la sortie d'Inoussa Ouédraogo, dénonçant les prétendus "valets locaux de l'impérialisme" qui cherchent à entraver la transition en cours. Selon l'UJP, cette initiative vise à perturber le processus de transition au Burkina Faso.

L'UJP a souligné les progrès réalisés sous le leadership du Capitaine Ibrahim Traoré, en particulier dans la lutte contre le terrorisme et la promotion du développement industriel. Elle a appelé à la vigilance contre les forces qui cherchent à entraver la transition et a exhorté les Burkinabè à soutenir le processus en cours.

Civil society organisations mobilise in support of the transition

For several days now, Burkinabè have been worried about the future of the current political transition, which is due to end in July 2024. A video posted on social networks on 4 April by Inoussa Ouédraogo, spokesman for the Front pour la défense de la patrie (FDR) and former editor of the newspaper Bendré, called for the dissolution of the MPSR 2 and for a civilian transition in Burkina Faso. It also criticised the management of the current government and demanded the release of those forcibly detained, the return of the military to barracks, and the organisation of free and transparent elections.

In response, civil society organisations supporting the transitional government held press briefings to reaffirm their support and warn against any attempt to destabilise the transition. The Coordination Nationale des Associations de Veille Citoyenne (CNAVC) expressed its support for the ongoing transition, hailing the efforts of the Defence and Security Forces (FDS) and the Volunteers for the Defence of the Homeland (VDP) in the fight for peace and security. However, it strongly condemned the "destabilisers" and warned against any betrayal in this struggle.

For its part, the Union des Jeunes Panafricains (UJP) reacted to Inoussa Ouédraogo's statement, denouncing the so-called "local henchmen of imperialism" who are seeking to hinder the transition underway. According to the UJP, this initiative aims to disrupt the transition process in Burkina Faso.

The UJP highlighted the progress made under the leadership of Captain Ibrahim Traoré, particularly in the fight against terrorism and the promotion of industrial development. It called for vigilance against forces seeking to hinder the transition and urged Burkinabè to support the ongoing process.

La cohésion sociale au centre de la prière du Ramadam

Lors de la prière marquant la fin du mois de jeûne au Burkina le 10 Avril, l'Imam Alidou Ilboudo du CERFI (Cercle d’études, de recherches et de formation islamiques) et de l’A.E.E.M.B. (Association des élèves et étudiants au Burkina)  a souligné l'importance pour les autorités de la Transition de renforcer la concertation avec les forces-vives du pays.

Il a salué les efforts déployés pour la reconquête du territoire et la restauration de l'autorité de l'État, tout en encourageant une plus grande synergie autour des attentes des Burkinabè.

L'engagement des Forces de défense et de sécurité ainsi que des Volontaires pour la défense de la patrie (VDP) a également été salué, avec des prières pour le repos des martyrs et la guérison des blessés.

Le président du CERFI, Dr Hamidou Yaméogo a exprimé le souhait d'un retour rapide à la paix, à la sécurité et au développement du Burkina, appelant les fidèles à préserver les valeurs du Ramadan dans leurs relations avec Dieu et avec autrui.

Social cohesion at the heart of the Ramadam prayer

At the prayer marking the end of the month of fasting in Burkina on 10 April, Imam Alidou Ilboudo of the CERFI (Cercle d'études, de recherches et de formation islamiques) and the A.E.E.M.B (Association des élèves et étudiants au Burkina) stressed the importance for the transitional authorities of strengthening consultation with the country's living forces.

He praised the efforts made to regain control of the country and restore the authority of the State, while encouraging greater synergy to meet the expectations of the people of Burkina Faso.

The commitment of the Defence and Security Forces and the Volunteers for the Defence of the Homeland (VDP) was also praised, with prayers for the repose of the martyrs and the recovery of the wounded.

The President of CERFI, Dr Hamidou Yaméogo, expressed his wish for a rapid return to peace, security and development in Burkina, calling on the faithful to preserve the values of Ramadan in their relations with God and with others.

Le parti a rappelé également ses contributions à divers niveaux, notamment dans la lutte contre le terrorisme et l'aide aux personnes déplacées internes, ainsi que son soutien financier à l'effort de paix. Il a appelé à la préservation des normes démocratiques et constitutionnelles pendant la Transition.

Le PPS a encouragé les autorités à promouvoir le vivre ensemble, la tolérance et l'acceptation des opinions divergentes, tout en exprimant sa gratitude envers toutes les forces vives de la nation qui œuvrent pour la cohésion sociale et la stabilité du pays. Enfin, le parti a appelé à la solidarité internationale face aux défis du terrorisme au Sahel.

PPS calls for lifting of suspension of political activities

At the celebration of its second anniversary on 2 April, the Pan-African Salvation Party (PPS) of Burkina Faso urged the authorities to lift the suspension of political activities and those of civil-society organisations in order to allow all Burkinabè to participate in the national dialogue.

The party also recalled its contributions at various levels, notably in the fight against terrorism and aid to internally displaced persons, as well as its financial support for the peace effort. It called for the preservation of democratic and constitutional norms during the transition.

The PPS encouraged the authorities to promote coexistence, tolerance and the acceptance of divergent opinions, while expressing its gratitude to all the nation's active forces working for social cohesion and stability in the country. Finally, the party called for international solidarity in the face of the challenges of terrorism in the Sahel.

The President of Burkina Faso sends his greetings to the Muslim faithful

In his message of good wishes on the occasion of Eid el-Fitr, Captain Ibrahim Traoré highlighted the importance of the values of tolerance, social cohesion and solidarity.

For the Head of State, the deprivation, prayer and solidarity observed during the month of Ramadan are manifestations of faith that should inspire each faithful to work for peace. He invited the people of Burkina Faso to cultivate these values in order to contribute to the country's prosperity.

Combattre la stigmatisation envers les personnes vivant avec le VIH

L'Association Tends-moi la Main (ATM) a organisé une rencontre d'information et de plaidoyer auprès d'autorités administratives, coutumières et religieuses le 28 mars. Cette initiative vise à sensibiliser les leaders communautaires sur l'importance de combattre la discrimination et la stigmatisation envers les personnes vivant avec le VIH dans la société burkinabè.

Pour Aïcha Ouédraogo, présidente de l'Association Tends-moi la Main, la stigmatisation entrave la lutte contre le VIH-SIDA et les autorités coutumières et religieuses peuvent jouer un rôle crucial dans la sensibilisation de leurs communautés respectives en utilisant leur influence et leur autorité.

Le Balum naaba de Tampouy, membre de l'union nationale des religieux et coutumiers du Burkina, a souligné l'importance de l'engagement des chefs religieux et coutumiers dans la sensibilisation contre le VIH-SIDA. Il estime que leurs paroles ont un poids significatif au sein de la communauté, ce qui peut favoriser une meilleure acceptation du message anti-stigmatisation.

Combating stigmatisation of people living with HIV

The Association Tends-moi la Main (ATM) organised an information and advocacy meeting with administrative, customary and religious authorities on 28 March. The aim of the initiative was to raise awareness among community leaders of the importance of combating discrimination and stigmatisation of people living with HIV in Burkina Faso society.

For Aïcha Ouédraogo, President of the Association Tends-moi la Main, stigmatisation is hampering the fight against HIV-AIDS, and traditional and religious authorities can play a crucial role in raising awareness in their respective communities by using their influence and authority.

The Balum naaba of Tampouy, a member of the national union of religious and customary leaders of Burkina Faso, stressed the importance of the commitment of religious and customary leaders in raising awareness of HIV-AIDS. He believes that their words carry significant weight within the community, which can encourage greater acceptance of the anti-stigma message.

Aïcha Ouédraogo insists that people living with HIV-AIDS should not be stigmatised, and that their HIV status does not differentiate them from others.

Les priorités du gouvernement en matière de protection sociale

Le Burkina Faso a présenté à la Banque mondiale les dix priorités clés pour améliorer le domaine de la protection sociale dans le pays. Cette réunion, qui s'est tenue le 4 avril à Ouagadougou, a permis d'échanger sur les grandes orientations visant à renforcer le système de protection sociale au Burkina Faso.

L'une des principales priorités du gouvernement est l'opérationnalisation du programme national d'autonomisation des ménages pauvres ou vulnérables. Le développement du service d'aide pour les enfants en situation de vulnérabilité, ainsi que l'extension de l'assurance-maladie universelle aux personnes pauvres ou indigentes, figurent parmi les objectifs essentiels. L'instauration de l'assurance-chômage et le renforcement de l'expertise nationale en matière de protection sociale sont également des axes prioritaires.

Amédée Bamouni, secrétaire permanent du conseil national pour la protection sociale, a souligné l'importance de ces priorités dans le cadre de la coopération avec la Banque mondiale.

The government's social protection priorities

Burkina Faso has presented its ten key priorities for improving social protection in the country to the World Bank. The meeting, which took place on 4 April in Ouagadougou, provided an opportunity to discuss the broad guidelines for strengthening Burkina Faso's social protection system.

One of the government's main priorities is to operationalise the national programme to empower poor or vulnerable households. The development of a support service for children in vulnerable situations, and the extension of universal health insurance to poor or destitute people, are among the key objectives. The introduction of unemployment insurance and the strengthening of national expertise in social protection are also priorities.

Amédée Bamouni, Permanent Secretary of the National Council for Social Protection, stressed the importance of these priorities in the context of cooperation with the World Bank.

Renforcer le système éducatif avec l’appui du Luxembourg

Le 4 avril, à Ouagadougou, Catholic Relief Services (CRS) a lancé deux projets visant à améliorer l'accès à l'éducation au Burkina Faso : le Projet d'appui à l'alimentation scolaire, phase 2 (PAAS) et le Projet pour assurer la continuité éducative (PACE). Ces initiatives sont financées par le Luxembourg, le CRS et la Délégation de l'Union européenne.

Le contexte sécuritaire préoccupant au Burkina Faso a entraîné la fermeture de milliers d'écoles, affectant des centaines de milliers d'élèves, en particulier les déplacés internes. Pour faire face à cette situation, CRS a conclu des accords de partenariat avec le gouvernement luxembourgeois, notamment à travers LuxDev, pour soutenir ces projets éducatifs.

Le projet PAAS II vise à améliorer la sécurité alimentaire et l'état nutritionnel des populations touchées par la crise sécuritaire et alimentaire, en particulier dans les régions du Centre-nord et du Nord. Il prévoit la distribution de vivres aux élèves et aux ménages vulnérables, ainsi que des kits de cuisine et de produits d'hygiène aux écoles.

Le projet PACE se concentre sur l'amélioration de l'accès à une éducation de qualité pour les enfants affectés par la crise sécuritaire. Il comprend la construction et l'équipement de salles de classe semi-finies, ainsi que le renforcement des capacités des acteurs de l'éducation pour assurer un enseignement de qualité et fournir un soutien psychosocial aux élèves déplacés internes et aux élèves des communautés hôtes.

Le gouverneur de la région du Centre, représentant le ministère de l'Éducation nationale, a salué ces initiatives, soulignant qu'elles s'alignent avec la Stratégie nationale de l'éducation en situation d'urgence.

Strengthening the education system with support from Luxembourg

On 4 April in Ouagadougou, Catholic Relief Services (CRS) launched two projects aimed at improving access to education in Burkina Faso: the Projet d'appui à l'alimentation scolaire, phase 2 (PAAS) and the Projet pour assurer la continuité éducative (PACE). These initiatives are funded by Luxembourg, the CRS and the European Union Delegation.

The worrying security situation in Burkina Faso has led to the closure of thousands of schools, affecting hundreds of thousands of pupils, particularly internally displaced persons. In response to this situation, CRS has signed partnership agreements with the Luxembourg government, notably through LuxDev, to support these educational projects.

The PAAS II project aims to improve the food security and nutritional status of people affected by the security and food crisis, particularly in the Centre-Nord and Nord regions. It involves distributing food to pupils and vulnerable households, as well as kitchen kits and hygiene products to schools.

The PACE project focuses on improving access to quality education for children affected by the security crisis. It includes the construction and equipping of semi-finished classrooms, as well as capacity-building for education stakeholders to ensure quality teaching and provide psychosocial support for internally displaced pupils and pupils from host communities.

The governor of the Centre region, representing the Ministry of Education, welcomed these initiatives, stressing that they are in line with the National Strategy for Education in Emergencies.
