Des tirs entendus aux alentours du palais présidentiel à Ouagadougou

Le 17 mai, un individu a tenté de s'attaquer à une sentinelle en poste au palais présidentiel de Koulouba à Ouagadougou. L'incident s'est produit aux environs de 16h30, mais a été rapidement maîtrisé par la garde présidentielle, sans causer de dégâts malgré les tirs entendus.

L'agence de presse AIB, citant des sources sécuritaires, a rapporté que l'individu en question avait un comportement indélicat. Les autorités ont assuré que la situation est sous contrôle et ont encouragé les populations à vaquer à leurs occupations.

Cet incident a provoqué une réaction immédiate des Wayiyans (comité de veille citoyenne soutien indéfectible du régime de transition), qui se sont mobilisés dans les rues de Ouagadougou pour exprimer leur soutien aux autorités de la Transition.

Shots heard in the vicinity of the presidential palace in Ouagadougou

On 17 May, an individual attempted to attack a sentry posted at the Koulouba presidential palace in Ouagadougou. The incident occurred at around 4.30pm, but was quickly brought under control by the presidential guard, without causing any damage despite the gunfire heard.
The AIB press agency, quoting security sources, reported that the individual in question was behaving in an indelicate manner. The authorities have assured that the situation is under control and have encouraged the population to go about their business.
This incident provoked an immediate reaction from the Wayiyans (a citizens' watch committee that is a staunch supporter of the transitional government), who took to the streets of Ouagadougou to express their support for the transitional authorities.

Lancement d'un programme de résilience par la GIZ, l'UNICEF et le PAM

La coopération allemande (GIZ), l’UNICEF et le Programme alimentaire mondial (PAM) ont annoncé le lancement d’un programme avec le Burkina Faso visant à renforcer la résilience des communautés face aux crises sécuritaires et aux effets du changement climatique.

Ce programme, soutenu financièrement par l'Allemagne avec une contribution de plus de 15,5 millions d'euros, cible les régions du Sahel, du Centre-Nord, du Nord et de l'Est du pays. Il durera quatre ans et bénéficiera à 4,3 millions de personnes, incluant 2,7 millions d'enfants et 2,1 millions de femmes et de filles.

Les principaux objectifs sont l'amélioration de la sécurité alimentaire et nutritionnelle, le soutien aux écosystèmes durables, l'adaptation au changement climatique, le renforcement des services sociaux et la cohésion sociale. Le programme s'inscrit dans un cadre régional englobant cinq pays du Sahel. Les autorités locales, représentées lors du lancement, ont exprimé leur gratitude envers l'Allemagne et ont souligné l'importance de ce soutien.

Des représentants de l'UNICEF et du PAM ont mis en avant l'importance de fournir des services sociaux de base et des opportunités de développement aux familles déplacées.

Launch of a resilience programme by GIZ, UNICEF and the WFP

The German Development Cooperation (GIZ), UNICEF and the World Food Programme (WFP) have announced the launch of a programme with Burkina Faso aimed at strengthening the resilience of communities in the face of security crises and the effects of climate change.

The programme, financially supported by Germany with a contribution of over €15.5 million, targets the Sahel, Centre-North, North and East regions of the country. It will last four years and will benefit 4.3 million people, including 2.7 million children and 2.1 million women and girls.

The main objectives are to improve food and nutritional security, support sustainable ecosystems, adapt to climate change, strengthen social services and promote social cohesion. The programme is part of a regional framework covering five Sahel countries. The local authorities, represented at the launch, expressed their gratitude to Germany and stressed the importance of this support.

Representatives of UNICEF and the WFP stressed the importance of providing basic social services and development opportunities for displaced families.

Entrevue avec la représentante spéciale de l'Union Européenne pour le Sahel

Le ministre des Affaires étrangères Karamoko Jean Marie Traore a reçu le 20 mai, la Représentante spéciale de l'Union Européenne pour le Sahel Emanuella Del Re.

La diplomate européenne a souligné l'engagement continu de l'UE aux côtés des pays du Sahel, tout en cherchant à renforcer la coopération avec le Burkina Faso malgré quelques divergences.

Le ministre burkinabè a mis en avant la souveraineté des États membres de l'Alliance pour le Sahel (AES) dans la résolution de la crise sécuritaire, soulignant l'importance des partenaires sincères qui comprennent la réalité de la situation sur le terrain.

La discussion a également abordé la transition politique, les relations régionales et internationales du Burkina Faso, ainsi que les défis liés aux droits humains et à la migration.

Meeting with the European Union Special Representative for the Sahel

On 20 May, Foreign Minister Karamoko Jean Marie Traore received the European Union's Special Representative for the Sahel, Emanuella Del Re.

The European diplomat underlined the EU's ongoing commitment to the countries of the Sahel, while seeking to strengthen cooperation with Burkina Faso despite a number of differences.

The Burkina Faso minister emphasised the sovereignty of the member states of the Sahel Alliance (AES) in resolving the security crisis, stressing the importance of sincere partners who understand the reality of the situation on the ground.

The discussion also covered the political transition, Burkina Faso's regional and international relations, and the challenges linked to human rights and migration.

Both parties expressed their willingness to pursue dialogue and strengthen their partnership, based on mutual respect and understanding of the complex realities facing the region.

La Chine et le Burkina Faso célèbrent six ans de coopération remarquable

Le 17 mai, l'ambassade de Chine au Burkina Faso a organisé une réception à Ouagadougou pour célébrer le sixième anniversaire du rétablissement des relations diplomatiques entre les deux pays, permettant de faire un bilan des avancées dans la coopération bilatérale. L'ambassadeur de Chine au Burkina Faso, Lu Shan, a salué les progrès réalisés dans divers secteurs, notamment la défense, la sécurité, l'agriculture, l'éducation, les infrastructures et la santé, soulignant la réalité d'une coopération gagnant-gagnant illustrée par la croissance des entreprises de production chinoises et la collaboration entre travailleurs chinois et burkinabè.

China and Burkina Faso celebrate six years of remarkable cooperation

On 17 May, the Chinese Embassy in Burkina Faso organised a reception in Ouagadougou to celebrate the sixth anniversary of the re-establishment of diplomatic relations between the two countries, providing an opportunity to take stock of the progress made in bilateral cooperation. The Chinese ambassador to Burkina Faso, Lu Shan, hailed the progress made in various sectors, including defence, security, agriculture, education, infrastructure and health, underlining the reality of win-win cooperation illustrated by the growth of Chinese production companies and the collaboration between Chinese and Burkinabe workers.

Dieudonné Désiré Sougouri, representative of the Burkina Faso Minister of Foreign Affairs, described the cooperation as ‘remarkable’ and noted the significant progress made since the fifth anniversary celebrated in May 2023, mentioning concrete projects such as the construction of the Bobo-Dioulasso referral hospital, the 25 MW solar power plant in Ziniaré, the supply of drinking water to four localities in the Centre-East region, as well as humanitarian aid and capacity-building for Burkina Faso executives.

The reception was attended by journalists and media managers from Burkina Faso who had recently returned from a seminar in China. Their spokesman, Valentin Kambiré, expressed his amazement and gratitude for the welcome and lessons received in China, summing up their experience in Julius Caesar's famous phrase: ‘Veni, vidi, vici’. This celebration marks a positive stage in Sino-Burkinabè relations, with a desire to strengthen bilateral cooperation in various strategic areas.

Première réunion du Comité d’orientation de l’UNIDAP au Burkina Faso

Le ministre des Affaires étrangères de la Coopération régionale et des Burkinabè de l’extérieur, Karamoko Jean Marie Traore, a présidé le 20 mai la première réunion du Comité d’orientation du Plan d’action intérimaire des Nations unies pour le développement durable (UNIDAP) au Burkina Faso.

Malgré certains progrès, il est évident que des défis persistent. Le faible taux de mobilisation des ressources financières constitue l'un de ces défis majeurs, avec seulement 22% des fonds nécessaires mobilisés au cours de la première année du plan triennal. Cette réalité souligne la nécessité d'intensifier les efforts de mobilisation des ressources pour atteindre les objectifs fixés.

Dans le domaine de la paix, des avancées ont été réalisées, notamment dans la prévention et la résolution des conflits, ainsi que dans la prise en charge des survivantes de violences basées sur le genre.

Sur le plan de la santé, des progrès ont été enregistrés, notamment en ce qui concerne la vaccination des enfants contre la poliomyélite, tandis que des mesures ont été prises pour renforcer la résilience des populations face au changement climatique.

Dans le secteur agricole, des initiatives telles que l'offensive agro-pastorale soutenue par le système des Nations unies ont été entreprises pour améliorer la sécurité alimentaire et les moyens de subsistance des populations rurales.

Le gouvernement burkinabè a appelé le système des Nations unies à concentrer ses actions sur des initiatives concrètes ayant un impact direct sur les populations, tout en évitant de revenir en arrière sur les progrès réalisés jusqu'à présent.

First meeting of the UNIDAP Steering Committee in Burkina Faso

On 20 May, Karamoko Jean Marie Traore, Minister of Foreign Affairs, Regional Cooperation and Burkinabè Abroad, chaired the first meeting of the Steering Committee of the United Nations Interim Plan of Action for Sustainable Development (UNIDAP) in Burkina Faso.

Despite some progress, it is clear that challenges remain. The low rate of mobilisation of financial resources is one of the major challenges, with only 22% of the necessary funds mobilised during the first year of the three-year plan. This underscores the need to step up efforts to mobilise resources in order to achieve the objectives set.

In the area of peace, progress has been made, particularly in conflict prevention and resolution, and in caring for survivors of gender-based violence.

In the area of health, progress has been made, notably in the vaccination of children against poliomyelitis, while measures have been taken to strengthen the resilience of populations in the face of climate change.

In the agricultural sector, initiatives such as the agro-pastoral offensive supported by the UN system have been undertaken to improve food security and the livelihoods of rural populations.

The government of Burkina Faso has called on the UN system to focus its actions on concrete initiatives that have a direct impact on the population, while avoiding backtracking on the progress made to date.

The United Nations Interim Plan of Action for Sustainable Development in Burkina Faso, which focuses on the pillars of peace, people, planet and prosperity, is an essential strategic framework for guiding the country's development efforts, in line with the priorities of Burkina Faso's transition.

Des résultats pour la Politique Nationale de Développement

Le 17 mai s’est tenue à Ouagadougou la Session ordinaire du Comité national de pilotage de la Politique nationale de développement (CNP/PND).

En dépit des défis sécuritaires que rencontre le Burkina Faso, la mise en œuvre du plan d’action pour la stabilisation et le développement a permis d’engranger des résultats fort appréciables en 2023, à en croire Fatoumata Bako/Traoré, ministre déléguée chargée du budget.

Sur le plan économique, le pays a enregistré une croissance du PIB réel, passant de 1,8% en 2022 à 3,6% en 2023.

Dans le domaine de la sécurité, les efforts de réorganisation de l'armée et d'équipement des forces ont permis la réinstallation progressive des populations dans leurs villages. Des progrès ont été réalisés dans la réinstallation des services de l'État et des populations dans les localités libérées, avec la réinstallation de sièges de circonscriptions administratives et de collectivités territoriales, ainsi que la réouverture d'écoles et de centres de santé.

En réponse aux crises humanitaires provoquées par le terrorisme et les chocs climatiques, le gouvernement a fourni une aide d'urgence à plus de deux millions de Burkinabè touchés par ces crises.

Les perspectives pour l'avenir comprennent la poursuite des actions de reconquête du territoire national sur le plan sécuritaire, ainsi que le maintien de l'assistance aux personnes déplacées internes sur le plan humanitaire. Des réaménagements positifs sont également envisagés dans des secteurs clés tels que l'éducation, la recherche et l'agriculture.

Malgré les défis persistants, le gouvernement se félicite des progrès significatifs réalisés dans tous les secteurs, avec un taux d'exécution de 73,4%.

Results for the National Development Policy

The ordinary session of the National Steering Committee for the National Development Policy (CNP/PND) was held in Ouagadougou on 17 May.

According to Fatoumata Bako/Traoré, Minister Delegate in charge of the budget, despite the security challenges facing Burkina Faso, the implementation of the action plan for stabilisation and development has produced some very significant results in 2023.

On the economic front, the country has recorded real GDP growth, rising from 1.8% in 2022 to 3.6% in 2023.

In the area of security, efforts to reorganise the army and equip the forces have enabled people to gradually return to their villages. Progress has been made in resettling government services and local populations in liberated areas, with the reinstallation of administrative district headquarters and local authorities, as well as the reopening of schools and health centres.

In response to the humanitarian crises caused by terrorism and climatic shocks, the government has provided emergency aid to more than two million Burkinabe affected by these crises.

The outlook for the future includes the continuation of efforts to regain control of the national territory in terms of security, as well as continued assistance to internally displaced persons on the humanitarian front. Positive changes are also envisaged in key sectors such as education, research and agriculture.

Despite the persistent challenges, the government is pleased with the significant progress made in all sectors, with an implementation rate of 73.4%.

Un Café Littéraire pour débattre de la réinsertion des anciens détenus

Le 18 mai, un café littéraire a été organisé à Dédougou par le club littéraire et artistique Zénith de l'université Daniel Ouezzin Coulibaly (UDOC) pour discuter du livre "Le Prix de la stigmatisation" de l'écrivain Ounténi Félix Natama.

Le choix de cette œuvre pour inaugurer le café littéraire s'explique par la problématique de la réinsertion sociale des anciens détenus, souvent victimes de rejet et d'ostracisme.

Le président du club littéraire, Ben Rachid Sawadogo, a souligné l'importance de changer le regard de la société sur ces personnes, en rappelant qu'elles ont déjà purgé leur peine et méritent une seconde chance.

Les échanges ont permis aux participants de mieux comprendre le livre et d'encourager une attitude d'acceptation envers ceux ayant un passé carcéral. L'auteur, l'éditeur Kontondia Joseph Herbert Thiombiano et l'enseignant-chercheur Dr. Tétuan Faho, ont contribué à cette discussion, modérée par l'écrivain Ilassa Banda.

L'éditeur Thiombiano a rappelé le succès du livre en 2023, vendu à plus de 2 000 exemplaires et reconnu par l'État burkinabè qui a subventionné sa réédition. Dr. Faho a salué le respect des normes littéraires et la pertinence de la thématique, tout en critiquant le manque d'ancrage culturel de l'œuvre. L'écrivain Ounténi Félix Natama a expliqué que son choix d'inclure diverses ethnies et localités visait à éviter la stigmatisation de groupes spécifiques, soulignant que la responsabilité du terrorisme est collective.

A literary café to discuss the reintegration of former prisoners

On 18 May, a literary café was organised in Dédougou by the Zénith literary and artistic club of the Daniel Ouezzin Coulibaly University (UDOC) to discuss the book ‘Le Prix de la stigmatisation’ by writer Ounténi Félix Natama. 

The book was chosen to inaugurate the literary café because of the problem of the social reintegration of former prisoners, who are often the victims of rejection and ostracism.

The president of the literary club, Ben Rachid Sawadogo, stressed the importance of changing the way society looks at these people, pointing out that they have already served their sentences and deserve a second chance.

The discussions enabled participants to gain a better understanding of the book and to encourage an attitude of acceptance towards those with a prison past. The author, publisher Kontondia Joseph Herbert Thiombiano and teacher-researcher Dr. Tétuan Faho contributed to the discussion, which was moderated by writer Ilassa Banda.

Publisher Thiombiano recalled the success of the book in 2023, which sold more than 2,000 copies and was recognised by the government of Burkina Faso, which subsidised its republication. Dr Faho praised the book's adherence to literary standards and the relevance of its theme, while criticising its lack of cultural roots. Writer Ounténi Félix Natama explained that his choice to include various ethnic groups and localities was intended to avoid stigmatising specific groups, stressing that terrorism is a collective responsibility.

A Bittou, une Journée culturelle pour la promotion de la cohésion sociale

L'Association pour la promotion de la culture (APC) à Bittou a organisé une journée culturelle le 18 mai pour promouvoir la cohésion sociale et le vivre ensemble dans la région. Cette initiative, réalisée en collaboration avec la jeunesse et les enseignants locaux, visait à promouvoir la culture locale tout en sensibilisant les communautés sur l'importance de l'unité.

Selon le président de l'association, Blaise Zoungrana, cette journée culturelle avait pour objectif de soutenir la culture à Bittou et de relever le moral de la population, particulièrement dans un contexte d'insécurité. Le parrain de l'événement, Salam Zampaligré, a souligné l'importance de renforcer le tissu social et de montrer que la vie à Bittou continue malgré les défis.

Les activités de la journée ont inclus un marathon, le nettoyage des quartiers de la ville, la plantation d'arbres dans la cour de la mairie et un match de gala entre les communautés Bissa et Gourounsi.

Le préfet, Mohamed Lamine Diabaté, qui est également le président de la délégation spéciale de Bittou, a encouragé les autres associations locales à suivre cet exemple pour démontrer la résilience des populations face aux difficultés.

In Bittou, a cultural day to promote social cohesion

The Association for the Promotion of Culture (APC) in Bittou organised a cultural day on 18 May to promote social cohesion and living together in the region. The initiative, carried out in collaboration with local youth and teachers, aimed to promote local culture while raising community awareness of the importance of unity.

According to the president of the association, Blaise Zoungrana, the aim of this cultural day was to support culture in Bittou and to raise the morale of the population, particularly in a context of insecurity. The patron of the event, Salam Zampaligré, stressed the importance of strengthening the social fabric and showing that life in Bittou goes on despite the challenges.

The day's activities included a marathon, a clean-up of the town's neighbourhoods, the planting of trees in the courtyard of the town hall and a gala match between the Bissa and Gourounsi communities.

The prefect, Mohamed Lamine Diabaté, who is also chairman of the Bittou special delegation, encouraged other local associations to follow this example to demonstrate the resilience of the people in the face of difficulties.

Un concert de soutien aux FDS et VDP à Zogona

Le concert live organisé à Zogona pour soutenir la transition, les Forces de Défense et de Sécurité (FDS) ainsi que les Volontaires pour la Défense de la Patrie (VDP) à Ouagadougou le 18 mai a été un événement significatif pour la communauté locale. Les acteurs de la veille citoyenne ont pris l'initiative de cet événement en vue de mobiliser le soutien en faveur du président Ibrahim Traoré et des forces qui œuvrent pour la sécurité et la stabilité du Burkina Faso.

Hamidou Balima, responsable de la veille sur le boulevard Thomas Sankara, a souligné l'importance de cet événement comme une occasion de solidarité et de mobilisation pour la transition. Le concert live, animé par l'artiste Abdoul Rachid Yamba Compaoré, également connu sous le nom de Yamba Freeman, a offert aux riverains une soirée de divertissement tout en transmettant un message de soutien et de reconnaissance envers ceux qui contribuent à la préservation de la paix et de la sécurité dans le pays.

Lassané Sawadogo, coordonnateur du Front de défense de la patrie, a souligné que la mobilisation en faveur de la transition démontrait le soutien populaire à la prolongation de cette période de transition. A concert in support of the FDS and VDP in Zogona

The live concert organised in Zogona in support of the transition, the Defence and Security Forces (FDS) and the Volunteers for the Defence of the Homeland (VDP) in Ouagadougou on 18 May was a significant event for the local community. The citizens watch group organised the event to mobilise support for President Ibrahim Traoré and the forces working to ensure the security and stability of Burkina Faso.

Hamidou Balima, head of the watch on boulevard Thomas Sankara, stressed the importance of this event as an opportunity for solidarity and mobilisation for the transition. The live concert, hosted by the artist Abdoul Rachid Yamba Compaoré, also known as Yamba Freeman, offered local residents an evening of entertainment while conveying a message of support and gratitude to those who are helping to preserve peace and security in the country.

Lassané Sawadogo stressed that the mobilisation in favour of the transition demonstrated popular support for the extension of this transition period. He emphasised that the organisation of events such as this concert demonstrated the commitment of young people and the desire of the population to see the transition continue, with the aim of guaranteeing stability and progress in Burkina Faso.

Le Centre Norbert Zongo refuse la rencontre avec le CSC

Le 16 mai, le Conseil supérieur de la communication (CSC) du Burkina Faso avait prévu une rencontre avec le Centre national de presse Norbert Zongo (CNP-NZ) pour discuter de l'étude annuelle sur la liberté de la presse. Cependant, le CNP-NZ a décliné cette invitation, invoquant la finalisation en cours du rapport et jugeant la rencontre inopportune.

Idrissa Ouédraogo, président du CSC, a confirmé le refus sans commenter davantage, signalant que le rapport du CNP-NZ sur la liberté de la presse n'était pas encore terminé. Ce rapport annuel, publié chaque 3 mai à l'occasion de la Journée mondiale de la liberté de la presse, a attribué cette année au Burkina Faso la note de 1,96 sur 4, marquant une première historique pour le pays.

Reporters sans frontières (RSF) a également publié son classement mondial pour 2024, où le Burkina Faso se trouve 86e sur 180 pays, ayant perdu 28 places par rapport à 2023.

En dépit de l'absence du CNP-NZ, le CSC a échangé avec d'autres acteurs de la communication pour discuter des implications de cette note, dans un contexte où le pays lutte contre le terrorisme et où la régulation de l'information est cruciale pour éviter la désinformation et les discours de haine.

Norbert Zongo Centre refuses meeting with CSC

On 16 May, Burkina Faso's Conseil supérieur de la communication (CSC) had scheduled a meeting with the Centre national de presse Norbert Zongo (CNP-NZ) to discuss the annual study on press freedom. However, CNP-NZ declined the invitation, citing the ongoing finalisation of the report and deeming the meeting inappropriate.

Idrissa Ouédraogo, President of the CSC, confirmed the refusal without commenting further, pointing out that the CNP-NZ report on press freedom had not yet been completed. This annual report, published every 3 May to mark World Press Freedom Day, this year gave Burkina Faso a score of 1.96 out of 4, marking a historic first for the country.

Reporters Without Borders (RSF) has also published its world press freedom index for 2024, in which Burkina Faso ranks 86th out of 180 countries, having dropped 28 places since 2023.

Despite the absence of CNP-NZ, the CSC held discussions with other communication stakeholders on the implications of this rating, in a context where the country is fighting terrorism and where the regulation of information is crucial to avoid misinformation and hate speech.

Des débats au sein de l’AES sur les relations avec la CEDEAO

Les ministres des Affaires étrangères du Burkina, du Mali et du Niger ont tenu une rencontre à Niamey le 17 mai.

Il y a eu un débat complexe sur l'orientation stratégique des États du Sahel, en particulier le Burkina Faso, le Mali et le Niger, et leur relation avec la Communauté économique des États de l'Afrique de l'Ouest (CEDEAO).

Le pacte de défense entre les États du Sahel, signé en réponse aux menaces terroristes, a soulevé des tensions avec la CEDEAO. La décision des États du Sahel de se retirer de la CEDEAO a été une crise majeure pour l'organisation régionale.

Maintenant, il est question de savoir si les États du Sahel doivent réintégrer la CEDEAO, étant donné que les menaces qui ont conduit à la formation de l'AES semblent avoir évolué et que la CEDEAO a assoupli ses positions. Des questions se posent également sur la gestion des relations entre les États du Sahel et leurs voisins, notamment en ce qui concerne la fermeture de la frontière avec le Bénin et le blocage des exportations de pétrole.

Une suggestion a été faite aux dirigeants des États du Sahel pour considérer le dialogue avec la CEDEAO comme un moyen de résoudre les différends et de promouvoir l'intégration régionale.

Enfin, l'élection de nouveaux dirigeants au Sénégal pourrait être perçue comme un signe d'espoir pour un changement positif au sein de la CEDEAO. Les dirigeants des États du Sahel sont encouragés à collaborer avec ces nouveaux acteurs pour promouvoir leurs intérêts au sein de l'organisation régionale.

AES debates relations with ECOWAS

There was a complex debate on the strategic orientation of the Sahel states, in particular Burkina Faso, Mali and Niger, and their relationship with the Economic Community of West African States (ECOWAS).

The defence pact between the Sahel states, signed in response to terrorist threats, has raised tensions with ECOWAS. The decision by the Sahel states to withdraw from ECOWAS was a major crisis for the regional organisation.

The question now is whether the Sahel states should rejoin ECOWAS, given that the threats that led to the formation of the ESA appear to have evolved and ECOWAS has softened its stance. Questions are also being asked about the management of relations between the Sahel states and their neighbours, particularly with regard to the closure of the border with Benin and the blocking of oil exports.

A suggestion was made to the leaders of the Sahel states to consider dialogue with ECOWAS as a means of resolving disputes and promoting regional integration.

Finally, the election of new leaders in Senegal could be seen as a sign of hope for positive change within ECOWAS. The leaders of the Sahel states are encouraged to work with these new players to promote their interests within the regional organisation.
