L’actualité de ces deux dernières semaines a été marquée par le démarrage d’un dialogue national inclusif en Guinée. Le 27 juin, le Premier ministre Mohamed Béavogui a initié un dialogue politique entre gouvernement, acteurs politiques et société civile, et leaders religieux. Ce dialogue doit permettre de jeter les bases de la société guinéenne post-transition militaire. Dans le reste de l’actualité, la Guinée s’est embrasée dans de violentes manifestations après les 5 et 6 juillet à la suite de l’arrestation brutale de trois militants du Front national pour la défense de la Constitution. Au Sénégal, plusieurs dizaines de migrants ont disparu en mer à la suite du naufrage de leur embarcation. L’opposant casamançais Ousmane Sonko est accusé de tenir des propos ethnicistes au Sénégal. Sur le plan religieux, les célébrations religieuses de la fête de la Tabaski ont été limitées par l’inflation très importante des prix des moutons.
The news of the past two weeks has been marked by the start of an inclusive national dialogue in Guinea. Un dialogue national initié en Guinée pour préparer la transition
Un dialogue politique national a démarré le lundi 27 juin à l’invitation du Premier ministre Mohamed Béavogui. Cette rencontre a réuni des personnalités issues du monde politique, de la société civile, des religieux et de diplomates accrédités. L’objectif est de « permettre à la Guinée d’avancer », selon le chef du gouvernement guinéen qui dit vouloir sortir de la transition militaire entamé depuis le coup d’État de septembre 2021. Ce dialogue devra ainsi « jeter les bases d'une société crédible, paisible, juste et unie autour des valeurs pour bâtir des institutions démocratiques, solides et crédibles qui résisteront au temps et à la tentation des hommes ».

A national dialogue initiated in Guinea to prepare the transition
A political dialogue between the government, political actors and civil society began on Monday, June 27 at the invitation of Prime Minister Mohamed Béavogui. This meeting brought together personalities from the political world, civil society, religious leaders and accredited diplomats. The objective is to "allow Guinea to move forward," according to the Guinean head of government, who says he wants to emerge from the military transition that began after the September 2021 coup. La Guinée s’embrase après l’arrestation de trois cadres de l’opposition
Le 5 juillet, la police guinéenne a arrêté trois leaders du Front national pour la défense de la Constitution (FNDC), une organisation de la société civile qui lutte pour la démocratie de manière extrêmement brutale. Les militants Foniké Mengué, Djanii Alfa et Billo Bah d’avoir discrédité la justice guinéenne dans une publication sur les réseaux sociaux. Les organisations des droits humains dénoncent le non-respect de ceux des militants. A la suite de la diffusion de la vidéo de l’arrestation sur les réseaux sociaux, de violentes manifestations ont paralysé le pays les 5 et 6 juillet, malgré l’interdiction officielle de manifester pendant l’exercice du pouvoir par la junte militaire.

Guinea erupts after the arrest of three opposition leaders
On July 5, Guinean police arrested three leaders of the National Front for the Defense of the Constitution (FNDC), a civil society organization that fights for democracy in an extremely brutal manner. The activists Foniké Mengué, Djanii Alfa, and Billo Bah were charged with discrediting the Guinean judiciary in a social media post. Plusieurs dizaines de migrants sénégalais disparus en mer après le naufrage d’un navire
A Kafountine, a proximité de Ziguinchor, une pirogue transportant plus d’une centaine de migrants a chaviré, après avoir embarqué le 26 juin. Les recherches se poursuivent au large de la Casamance, au sud du Sénégal. La pirogue a pris feu, provoquant la mort de plusieurs personnes, selon un bilan difficile à établir : 87 rescapés ont été repêchés, mais certains témoins affirment que jusqu'à 150 personnes, des Sénégalais pour la plupart, étaient à bord. Une enquête a été demandée pour retrouver les passeurs ayant mis en danger la vie des migrants.

Several dozen Senegalese migrants missing at sea after ship sinks
In Kafountine, near Ziguinchor, a pirogue carrying more than a hundred migrants capsized after boarding on June 26. The search continues off the coast of Casamance, in southern Senegal. The pirogue caught fire, causing the death of several people, according to a balance sheet that is difficult to establish: 87 survivors have been recovered, but some witnesses claim that up to 150 people, mostly Senegalese, were on board. An investigation has been requested to find the smugglers who endangered the lives of the migrants.

La célébration de Tabaski compromise en Guinée et au Sénégal par la montée des prix
Alors que l’inflation fait rage en Afrique de l’Ouest, le prix des moutons s’est élevé dans un contexte de demande importante liée à l’approche de la fête musulmane de l’Aïd-el-Kébir, appelée “Tabaski”. Célébrée chaque année par les musulmans du monde entier, la Tabaski a été célébrée le 10 juillet. La tradition de la fête implique l’abattage de moutons, en mémoire du sacrifice que Dieu demanda à Abraham pour éprouver sa foi. La pression sociale, la réputation d’une famille se mesurent parfois à la grosseur du mouton sacrifié pour la Tabaski. Au Sénégal, les prix ont quasiment doublé, ce qui limite les célébrations des familles les plus modestes.

The tradition of the festival involves the slaughter of sheep, in memory of the sacrifice that God asked of Abraham to test his faith. Social pressure and a family's reputation are sometimes measured by the size of the sheep sacrificed for Tabaski. In Senegal, prices have almost doubled, which limits the celebrations of the most modest families.

L’ex-Première ministre Aminata Touré, a déclaré que “les propos ethnicistes de Ousmane Sonko sont totalement irresponsables”. Le leader casamançais avait déclaré le 5 juillet que “Macky Sall a un problème particulier avec la Casamance et les casamançais et qu’il stigmatise les casamançais”, en marge d’une cérémonie de présentation de condoléances après la mort de manifestants à Ziguinchor. Selon Aminata Touré, “le Sénégal est un pays de diversité ethnique positive, la plupart de nos compatriotes ont des parents d’ethnie différente et cela n’a jamais posé de problème à qui que ce soit. La Casamance est un lieu de brassage où se côtoient diolas, peuls, wolofs mandingues, mankagnes, Baïnouks, etc”

Au Sénégal, les tensions politiques se multiplient à l’approche des élections législatives
Au Sénégal, la coalition de l’opposition, Yewwi Askan Wi a lancé un nouvel à manifester le 29 juin. Le climat politique est particulièrement tendu avant les élections législatives prévues le 31 juillet. Le Conseil constitutionnel a retoqué la liste nationale de titulaires de Yewwi Askan Wi, et a rejeté la rejeté la liste nationale de suppléants de la coalition présidentielle, Benno Bokk Yaakaar, pour défaut de parité. Les mobilisations ont été interdites par les autorités administratives, à Dakar, et dans plusieurs villes du pays, notamment pour « menaces de troubles à l’ordre public ». Les marches prévues par la coalition Yewwi Askan Wi ont donc été reportées. Amnesty International met en garde face à “une menace réelle pour le droit de manifester au Sénégal”.

Political tensions mount in Senegal as legislative elections approach
In Senegal, the opposition coalition Yewwi Askan Wi has issued a new call for demonstrations on June 29. The political climate is particularly tense before the legislative elections scheduled for July 31. The Constitutional Council rejected the national list of incumbents of Yewwi Askan Wi, and rejected the national list of substitutes of the presidential coalition, Benno Bokk Yaakaar, for lack of parity. The mobilizations were banned by the administrative authorities in Dakar and in several cities of the country, notably for "threats of public order disturbances". Au Sénégal, à la mosquée de l’UCAD, dans son sermon, l’imam Oumar Sall a demandé à ceux qui briguent un mandat électoral de prendre conscience de leurs responsabilités envers Dieu et les Hommes. En Guinée, le gouverneur de la région de Faranah, Boundouka Condé a lancé un appel à l’entente, à la cohésion, et à l’entraide en marge de la fête de la Tabaski.
