Visite de MBS en Turquie

Depuis plusieurs semaines, les relations turco-saoudiennes connaissent un véritable réchauffement à l’aune des intérêts communs existant entre les deux pays. La visite en Turquie ce mercredi 22 juin de Mohamed Ben Salman (MBS), prince héritier de l’Arabie saoudite, en est le symbole. Pour la Turquie, il s’agit d’élargir davantage son cercle de partenaires dans la région, notamment sur le plan des investissements. Pour l’Arabie Saoudite, la Turquie reste un interlocuteur incontournable au Moyen-Orient du fait de son influence politique, en Syrie et en Libye notamment. C’est également une destination de tourisme appréciée des Saoudiens. Ce renouveau des relations bilatérales peut surprendre tant les deux puissances régionales se sont positionnées de façon antagoniste sur l’avenir des sociétés affectées par les Printemps arabes. Au centre des divergences se trouvait le rôle que devrait jouer les partis inspirés des Frères musulmans (comme l’AKP) dans les nouvelles scènes politiques (pour certaines de courtes durées) issues de la chute de nombreuses dictatures. De même, l’affaire Khashoggi qui divisé les deux gouvernements est aujourd’hui « résolu » par le transfert du dossier d’Ankara vers Riyad. 

MBS visit to Turkey

For several weeks now, Turkish-Saudi relations have been warming up in light of the common interests between the two countries. The visit to Turkey this Wednesday, June 22, of Mohamed Ben Salman (MBS), Crown Prince of Saudi Arabia, is a symbol of this. For Turkey, the aim is to further expand its circle of partners in the region, particularly in terms of investment. For Saudi Arabia, Turkey remains a key partner in the Middle East because of its political influence, particularly in Syria and Libya. It is also a popular tourist destination for the Saudis. This renewal of bilateral relations may come as a surprise, as the two regional powers were opposed to each other on the future of societies affected by the Arab Spring, with the role that the Muslim Brotherhood-inspired parties (such as the AKP) should play in the new political scenes (some of them short-lived) resulting from the fall of many dictatorships. Similarly, the Khashoggi affair that divided the two governments is now "resolved" by the transfer of the case from Ankara to Riyadh.

Dans une veille précédente, nous avions mentionné le changement de nom de la Turquie à « Türkiye » sur le plan international, y compris au sein des Nations Unies. Aujourd’hui, c’est au tour de la célèbre compagnie aérienne Turkish Airlines de faire évoluer sa dénomination vers une formulation en turc « Türkiye Hava Yolları ». La nouvelle appellation est à situer dans la perspective d’un nationalisme de plus en plus assumé par le gouvernement turc, une façon de flatter une large partie de la population attachée aux symboles nationaux, au premier rang desquels la langue. Il est à noter que la compagnie aérienne a connu une ascension économique fulgurante cette dernière décennie et pu conquérir de nouveaux marchés, notamment en Afrique subsaharienne. 

Turkish Airlines to be renamed as 'Turkish Airlines,' says Erdoğan

In a previous watch, we mentioned Turkey's name change to "Türkiye" internationally, including in the United Nations. Today, it is the turn of the famous airline Turkish Airlines to change its name to a formulation in Turkish "Türkiye Hava Yolları". The new name is to be placed in the perspective of a nationalism more and more assumed by the Turkish government, a way to flatter a large part of the population attached to national symbols, first and foremost the language. It should be noted that the airline has experienced a real economic boom in the last decade and has been able to conquer new markets, particularly in sub-Saharan Africa. 

L'ancien Premier ministre Davutoğlu témoignera dans l'affaire du meurtre de Tahir Elçi

C’est un nouveau rebondissement dans l’affaire de l’assassinat de Tahir Elçi, ancien bâtonnier de l’Association du Barreau de Diyarbakır, tué le 28 novembre 2015. L’évènement avait ravivé les tensions dans la région majoritairement kurde de l’est du pays, d’autant plus que Tahir Elçi était connu pour son activisme en faveur des droits culturels et politiques kurdes ainsi que les droits humains de manière générale. La cour chargée de cette affaire a décidé ce 15 juin de convoquer l’ancien Premier ministre turc Ahmet Davutoğlu pour apporter son témoignage sur les dessous du dossier. Il s’agit de l’une des demandes de la défense de la famille de l’activiste assassiné. Elle a désormais obtenu gain de cause avec la perspective éventuelle de l’introduction de nouveaux éléments permettant aux juges de statuer sur le fonds. La prochaine audience aura lieu le 15 novembre 2022, un procès à suivre.

Former Prime Minister Davutoğlu to testify in Tahir Elçi murder case

This is a new twist in the murder case of Tahir Elçi, former president of the Diyarbakır Bar Association, who was killed on November 28, 2015. The event had reignited tensions in the predominantly Kurdish region in the east of the country, especially since Tahir Elçi was known for his activism for Kurdish cultural and political rights as well as human rights in general. The court in charge of the case decided this June 15 to summon former Turkish Prime Minister Ahmet Davutoğlu to give his testimony on the background of the case. This was one of the requests of the defense of the family of the murdered activist, which has now received a positive answer with the possible prospect of the introduction of new elements allowing the judges to rule on the merits. The next hearing will take place on November 15, 2022, a trial to follow.

Les albinos de Turquie fait preuve d'une forte volonté d'agir

À l’occasion de la Journée internationale de sensibilisation à l'albinisme le 13 juin dernier, le journal turc Daily Sabah publie un article pour rappeler la situation des personnes albinos en Turquie. L’auteur note que cette particularité génétique est à l’origine d’obstacles à la socialisation des personnes affectées, notamment une exposition moindre au soleil et le regard pesant du reste de la société. À ce titre, le témoignage d’un couple touché par l’albinisme tend à refléter ces difficultés tout en soulignant leur résilience face à l’adversité. Le couple raconte notamment le rapport avec les autres enfants durant leur scolarité, et un certain sentiment de marginalisation. À travers leur histoire, qu’il considère comme une « success story », ce couple entend inspirer les autres personnes albinos pour une meilleure intégration dans la société turque.

Turkey's Albino Community Shows Strong Will to Act

On the occasion of the International Albinism Awareness Day on June 13, the Turkish newspaper Daily Sabah published an article to remind the situation of albino people in Turkey. The author notes that this genetic particularity is at the origin of obstacles to the socialization of the affected persons, in particular a lesser exposure to the sun and the heavy look of the rest of the society. In this regard, the testimony of a couple affected by albinism tends to reflect these difficulties while highlighting their resilience in the face of adversity. In particular, the couple recounts their relationship with other children during their school years, and a certain feeling of marginalization. Through their story, which they consider a "success story", this couple intends to inspire other members of the albino community to better integrate into Turkish society.

La Turquie finalise la réglementation tant attendue sur les fondations des minorités

Le samedi 18 juin, le Journal de la République turque a officialisé la mise en application de la nouvelle réglementation régissant les élections au sein des fondations appartenant et représentant des minorités. Cette annonce intervient plus de 10 ans après la suspension de la précédente législation pour cause de renouvellement de son contenu. La législation concerne près de 167 fondations de communautés dirigés par les minorités, grecque orthodoxe, arménienne, juive, syriaque, chaldéenne, bulgare, géorgienne et maronite. Il est intéressant ici de noter que les fondations des minorités non musulmanes ont un statut juridique spécifique en vertu du traité de paix de Lausanne de 1923, qui leur accorde l'égalité devant la loi et la liberté de créer et de gérer des "institutions religieuses et sociales".

Turkey finalizes long-awaited regulation on minority foundations

On Saturday, June 18, the Official Gazette of the Republic of Turkey formalized the implementation of the new regulation governing the elections of foundations belonging to and representing minorities. This announcement comes more than 10 years after the suspension of the previous legislation due to its renewal. The legislation affects about 167 foundations of minority communities, Greek Orthodox, Armenian, Jewish, Syriac, Chaldean, Bulgarian, Georgian and Maronite. It is interesting to note here that non-Muslim minority foundations have a specific legal status under the Lausanne Peace Treaty of 1923, which grants them equality before the law and freedom to establish and manage "religious and social institutions”.

Réaction de la Diyanet au propos du parti au pouvoir en Inde

À la suite de propos d’un cadre du parti dirigeant en Inde, le Président de la Diyanet Ali Erbaş a publié un communiqué de condamnation des déclarations qu’il considère comme une « insulte » au prophète de l’islam. Il a notamment invité les « autorités indiennes à revoir leur politique face à l'hostilité croissante envers l'islam dans leur pays et à maintenir une position visant à garantir les libertés religieuses des musulmans." Cette réaction s’inscrit dans un contexte de tensions croissantes en Inde autour des appartenances religieuses, le gouvernement de Narendra Modi étant accusé de mettre de l’huile sur le feu en encourageant des entités et activités hostiles aux minorités religieuses, notamment la communauté musulmane. La réaction de la Diyanet rejoint l’ambition de la diplomatie turque de se positionner comme défenseuse des fidèles musulmans à travers le monde. 

Diyanet's reaction to the ruling party's statement in India.

Following remarks by a ruling party official in India, Diyanet Chairman Ali Erbaş issued a statement condemning the statements as an "insult" to the Prophet of Islam. In particular, he called on the "Indian authorities to review their policy in the face of growing hostility towards Islam in their country and to maintain a stance of ensuring the religious freedoms of Muslims." The reaction comes amid growing tensions in India around religious affiliations, with the Narendra Modi government accused of adding fuel to the fire by encouraging entities and activities hostile to religious minorities in India, including the Muslim community. The Diyanet's reaction is in line with Turkish diplomacy's ambition to position itself as a defender of the Muslim faithful around the world.
