Dans la veille+ Turquie de cette semaine, nous revenons sur la nomination d’un membre de la communauté arménienne en tant que gouverneur en Turquie, une première depuis la fondation de la République en 1923. Dans un autre article, nous mettons en lumière l’accord entre les six principaux partis de l’opposition turque en prévision des prochaines élections présidentielles en 2023. Il s’agirait d’une première depuis l’arrivée au pouvoir de l’AKP en 2002. Sur un dossier différent, l’un des partis alliés de l’AKP entend débuter des négociations avec le régime de Bachar El Assad sur la question du retour des réfugiés dans le nord de la Syrie ainsi que sur la présence des forces armées kurdes à la frontière entre les deux pays. Dans une autre perspective, l’UE se félicite du retour des relations diplomatiques au plus haut niveau entre Israéliens et Turcs, avec le retour de leurs ambassadeurs respectifs à leurs postes. Enfin, nous clôturons la veille+ Turquie avec un article sur la visite du Roi de Malaisie en Turquie, l’occasion de rencontrer et échanger avec les responsables de la Diyanet à Ankara.
In this week's Turkey Watch+, we look back at the appointment of a member of the Armenian community as governor in Türkiye, the first time this has happened since the founding of the Republic in 1923. In another article, we highlight the agreement between the six main Turkish opposition parties ahead of the next presidential elections in 2023. This would be a first since the AKP came to power in 2002. On a different issue, one of the AKP's allied parties intends to start negotiations with the regime of Bashar al-Assad on the issue of the return of refugees to northern Syria and the presence of Kurdish armed forces on the border between the two countries. In another perspective, the EU welcomes the return of diplomatic relations at the highest level between Israelis and Turks, with the return of their respective ambassadors to their posts. Finally, we close the Türkiye Watch with an article on the visit of the King of Malaysia to Turkey, an opportunity to meet and exchange with Diyanet officials in Ankara.

Un membre de la communauté arménienne de Turquie devient gouverneur pour la première fois
C’est une première dans l’histoire de la République turque, un membre issu de la communauté arménienne de Turquie vient d’être nommé gouverneur. Le jeune homme de 27 ans prendra ses fonctions prochainement à la tête du district Babadağ de Denizli, après avoir réussi les examens pour exercer cette fonction. Cette nouvelle intervient sur fond de volonté turco-arménienne d’apaiser les liens bilatéraux et se diriger vers une normalisation des relations entre les deux pays. Si la récente guerre entre Arménie et Azerbaïdjan avait accentué les tensions entre Arméniens et Turcs, de même que l’épineux dossier de la reconnaissance ou non de l’expression « génocide arménien », la tendance actuelle semble aller vers la coopération.

Member of Turkey’s Armenian community becomes governor for first time
It is a first in the history of the Turkish Republic, a member from the Armenian community in Türkiye has just been appointed as governor. The 27-year-old will take office soon as the head of the Babadağ district of Denizli, after passing the exams to hold this position. This news comes against the backdrop of Turkish-Armenian desire to ease bilateral ties and move towards normalization of relations between the two countries. If the recent war between Armenia and Azerbaijan had accentuated the tensions between Armenians and Turks, as well as the thorny issue of the recognition or not of the expression "Armenian genocide", the current trend seems to go towards cooperation.

Les leaders de l'opposition turque vont désigner un candidat commun pour se présenter contre Erdoğan
Les élections présidentielles turques approchent à grands pas à moins d’un an de l’échéance. Au pouvoir depuis 2002, le Parti de la Justice et du Développement (AKP) a dominé la vie politique du pays, situation facilitée par la division au sein de l’opposition. En gestation depuis plusieurs mois, l’accord entre six différents partis de l’opposition pour présenter un candidat unique est désormais officiel depuis dimanche 21 Août. Cette alliance rassemble le CHP (parti républicain du peuple fondé par Atatürk), le parti IYI (parti nationaliste et laïc), le parti de la Félicité (parti islamiste), le parti démocrate, le parti du futur et le parti Deva (parti pour le développement et le progrès). Les déclarations à l’issue des négociations font état d’un constat négatif et d’un bilan mitigé pour l’AKP, notamment sur le plan de l’économie. Ce dossier sera suivi dans les prochains mois, la prochaine réunion étant fixée au 2 octobre.

Turkish opposition leaders to nominate joint candidate to run against Erdoğan
Turkey's presidential elections are fast approaching with less than a year to go. In power since 2002, the Justice and Development Party (AKP) has dominated the country's political life, a situation facilitated by the division within the opposition. In gestation for several months, the agreement between six different opposition parties to present a single candidate is now official since Sunday August 21. This alliance brings together the CHP, the IYI party, the Felicity party, the Democratic party, the Future party and the Deva party. The statements at the end of the negotiations show a negative report and a mixed record for the AKP, especially in terms of the economy. This issue will be followed up in the coming weeks, with the next meeting scheduled for October 2.

Un allié d'Erdoğan rencontrera Assad à Damas
Si la Turquie a longtemps eu espoir d’une fin négociée des manifestations en Syrie en 2011, sa position ferme à partir de 2012 contre le Président El Assad n’a cessé de se durcir. Le gouvernement turc a très souvent rejeté toute négociation avec le régime de Bachar El Assad, notamment sur le sort de la zone nord de la Syrie, sous contrôle des forces démocratiques syriennes (FDS). Aujourd’hui, un parti ayant des liens avec l’AKP entend entamer une discussion avec Damas sur la possibilité de retour des réfugiés syriens de la Turquie vers les régions au nord du pays. Tout en précisant qu’il n’est pas mandaté par Ankara, le chef du parti Vatan déclare transmettre au gouvernement turc les informations concernant sa future visite officielle à Damas. Il s’agit d’une étape vers une potentielle sortie de crise entre les deux pays, bien que les points de divergence demeurent nombreux.

Erdoğan ally to hold meeting with Assad in Damascus
If Turkey has long had hope for a negotiated end to the protests in Syria in 2011, its firm position from 2012 against President El Assad has continued to harden. The Turkish government has very often rejected any negotiation with the regime of Bashar El Assad, especially on the fate of the northern part of Syria, under the control of the Syrian Democratic Forces (SDF). Today, a party with links to the AKP intends to start a discussion with Damascus on the possibility of returning Syrian refugees from Turkey to the northern regions of the country. While making it clear that he is not mandated by Ankara, the leader of the Vatan party said he would pass on information to the Turkish government about his upcoming official visit to Damascus. This is a step towards a potential end to the crisis between the two countries, although the points of divergence remain numerous.

L'UE salue la décision de la Turquie et d'Israël de renommer leurs ambassadeurs
L’annonce du rétablissement du plus haut niveau de représentation diplomatique entre Israël et la Turquie peut surprendre tant les deux pays ont connus de fortes tensions cette dernière décennie. En particulier, c’est l’incident en 2010 de la flottille humanitaire Mavi Marmara (qui a coûté la vie à 9 nationaux turcs) qui avait sonné un semblant de point de non-retour entre les deux diplomaties. Néanmoins, les intérêts communs dans la région ne manquent pas, poussant Tel Aviv et Ankara à conserver un minimum de coopération notamment sur les plans économique et stratégique. Aujourd’hui, c’est une étape décisive dans cette normalisation des relations diplomatiques, symbolisée par le retour des ambassadeurs à leurs postes dans les deux pays. L’Union européenne n’a pas manqué de se féliciter du réchauffement turco-israélien, un pas de plus vers davantage de stabilité dans la région selon le communiqué officiel.

EU welcomes decision by Türkiye, Israel to re-appoint ambassadors
The announcement of the re-establishment of the highest level of diplomatic representation between Israel and Türkiye may come as a surprise, as the two countries have experienced high tensions over the past decade. In particular, it was the 2010 incident involving the Mavi Marmara humanitarian flotilla (which cost the lives of 9 Turkish nationals) that sounded a point of no return between the two diplomatic communities. Nevertheless, there is no lack of common interests in the region, pushing Tel Aviv and Ankara to maintain a minimum of cooperation, especially on the economic and strategic levels. Today is a decisive step in this normalization of diplomatic relations, symbolized by the return of ambassadors to their posts in both countries. The European Union has not failed to welcome the Turkish-Israeli warming, a step towards more stability in the region according to the official statement.

Le roi de Malaisie Abdullah Shah visite la présidence des affaires religieuses
La Malaisie compte parmi les pays musulmans les plus actifs sur la scène internationale du point de la coopération entre pays musulmans, notamment à travers l’Organisation de la Coopération Islamique (OCI). Cette semaine, le Roi de Malaisie Al-Sultan Abdullah Shah et la reine Tunku Azizah accompagnés d’une délégation ont été les invités du Président turc Recep Tayyip Erdoğan. Au cours de leurs séjours, ils se sont rendus au siège de la Diyanet pour y rencontrer les responsables de l’institution et visiter la bibliothèque. Ce passage systématique des délégations de pays musulmans auprès de la Diyanet met en lumière le rôle que souhaite lui accorder le gouvernement turc, comme un vecteur de la coopération inter-islamique.

King Abdullah Shah of Malaysia visits the Presidency of Religious Affairs
Malaysia is among the most active Muslim countries in the international arena in terms of cooperation among Muslim countries, especially through the Organization of Islamic Cooperation (OIC). This week, Malaysia's King Al-Sultan Abdullah Shah and Queen Tunku Azizah accompanied by a delegation were the guests of Turkish President Recep Tayyip Erdoğan. During their stays, they visited the Diyanet headquarters to meet with the officials of the institution and visit the library. This systematic visit of delegations from Muslim countries to the Diyanet highlights the role that the Turkish government wishes to give it as a vehicle for inter-Islamic cooperation.
